The Commissioner oversees department leadership, wages, policies, Standard Operating Procedures, training standards, disciplinary expectations, interdepartmental operations, and other major administrative matters. The Commissioner is appointed by the **Mayor** and serves as the primary connection between Department of Public Safety leadership and the State Government. Due to the authority and responsibilities associated with this position, meetings with the Commissioner should generally be conducted through a scheduled appointment unless immediate circumstances require otherwise. The **Deputy Commissioner of the Department of Public Safety** serves directly beneath the Commissioner and assists with the administration and oversight of DPS operations. The Deputy Commissioner may oversee departments, supervisors, policies, training programs, personnel matters, and other responsibilities delegated by the Commissioner. The Deputy Commissioner possesses the same general operational authority as the Commissioner and may act on their behalf when necessary. However, substantial changes involving department structure, major policies, wages, or other significant DPS matters should not be implemented without approval from the Commissioner and, when applicable, the Mayor. The Deputy Commissioner is appointed by the Commissioner. The **Commander of the San Andreas State Police** serves as the department head and is the State Police equivalent of a Chief of Police. The Commander is responsible for the overall operation, organization, professionalism, and performance of the State Police. This includes overseeing State Police personnel, supervisors, training standards, disciplinary matters, department programs, and general patrol operations. Commanders may also conduct departmental reviews and assist in evaluating operations within other DPS law enforcement agencies when necessary to ensure statewide standards are being maintained. The Commander may propose amendments to Standard Operating Procedures, training requirements, policies, and department practices. Significant changes must be reviewed and approved through the appropriate High Command process before becoming official department policy. The **Major** serves as the second-in-command of the San Andreas State Police and works directly beneath the Commander. Majors assist with the overall administration and supervision of the department, including personnel oversight, disciplinary matters, supervisor development, operational planning, and enforcement of department standards. The Major is responsible for overseeing or leading significant internal investigations, including **Officer-Involved Shooting investigations**, major use-of-force reviews, and other serious incidents requiring Command-level involvement. When the Commander is unavailable, the Major may assume responsibility for State Police operations. **Sergeants** are senior State Police supervisors responsible for maintaining department standards, accountability, and organization during daily operations. Sergeants may supervise State Police personnel as well as provide supervisory assistance to other DPS law enforcement departments when necessary. They are responsible for overseeing the training and development of incoming Troopers, reviewing department documentation, conducting or assisting with shift briefings, addressing personnel concerns, and ensuring State Police personnel continue to meet department expectations. Sergeants are expected to provide guidance to Master Corporals and Troopers while escalating significant personnel, disciplinary, or administrative matters to Command when appropriate. **Master Corporals** are experienced State Police supervisors who have demonstrated a strong understanding of department procedures, State law, leadership, training, and interdepartmental operations. Master Corporals may respond to Supervisor Requests and may provide supervisory assistance when an LSPD Corporal or another developing supervisor requires additional guidance or higher-level support. Master Corporals are expected to maintain a strong understanding of DPS procedures, certifications, training standards, and applicable laws so they can help ensure consistent enforcement and expectations between departments. They may serve as Field Training Officers for personnel within any approved DPS department and may also assist with the training and development of Corporals and other supervisors. While Master Corporals possess significant supervisory experience and authority, serious disciplinary matters and major administrative decisions should be escalated to a Sergeant or Command Staff member. **Troopers** make up the primary operational body of the San Andreas State Police and are regularly responsible for patrol, traffic enforcement, emergency response, investigations, and statewide law enforcement operations. Unlike entry-level officers within other departments, State Police Troopers are expected to enter the department with significant prior law enforcement and supervisory experience. Troopers are therefore trusted with greater responsibility and are expected to demonstrate a high level of professionalism, judgment, knowledge, and independence. Troopers may provide guidance to patrol officers and assist with the coordination of scenes when necessary. They may exercise limited supervisory authority when an appropriate department supervisor is unavailable. Troopers do not replace the formal Chain of Command. If a Corporal or other recognized supervisor is actively requesting supervisory assistance, the matter should generally be handled by a Master Corporal, Sergeant, or Command Staff member when available. This trust and confidence is my bond to ensure that I behave according to the highest professional principles. In furtherance of this bond, I will hereby abide by the following Code of Ethics:** * I shall Ensure that in the performance of my duties, I will administer and enforce the law in accordance with the principles of the United States Constitution and all applicable laws of the State so that equal and fair protection of the public and the law, to ensure the people’s rights and the due process is guaranteed to all. * I shall demonstrate standards of behavior in accordance with the responsibilities, duties, obligations, and commitments of all LEOs to ensure a proper example of standards is set for all to follow. * I shall always adhere to the standards and principles of honesty and integrity, leaving my personal life unsullied or untainted as an example for all to follow. * I shall ensure proper personal accountability and responsibility for all property and persons entrusted within my care. * I shall practice discretion and logical judgments and decisions to aid the fulfillment of the responsibilities and duties of my position as a Police Officer. * I shall accept all responsibilities, duties, obligations, and commitments and will hereby adhere to this Code of Ethics. In so doing, I knowingly accept personal accountability for encouraging my peers to abide by the same Code of Ethics. ## **All employees of the DPS are expected to:** * Strive to meet the responsibilities of their assigned job duties, to be responsible for their actions, and be accountable to their supervisors and to the citizens they serve. * Set goals and precisely measure objectives within a time limit that supports achieving these goals. * Know the laws and rules that will aid them in performing their duties and serving the public. * Strive for individual improvement. * Be able to detect problems within their job assignments and make decisions in response to those issues, such as problem-solving, crime reduction, traffic safety, and Sheriff partnerships. * Enhance their level of technical knowledge, training, and education. *** ## **Department of Public Safety Goals** ### **The DPS and each member will strive to:** 1.
