Rank Responsibilities

The Medical Director is the highest-ranking official within the San Andreas Medical Services and holds ultimate responsibility for the administration, operation, and direction of the department.The Medical Director has authority over all SAMS personnel, policies, procedures, training standards, disciplinary matters, departmental programs, and administrative operations.The Medical Director commonly works alongside the Assistant Medical Director, Command Staff, and other department leadership to ensure SAMS remains organized, professional, and effective.When necessary, the Medical Director may also coordinate with leadership from Police, Sheriff’s Office, State Police, and other government departments regarding interdepartmental operations, policies, training, or major incidents.
The Assistant Medical Director serves directly beneath the Medical Director and assists with the overall administration and operation of the San Andreas Medical Services.The Assistant Medical Director oversees day-to-day administrative activities, operational matters, personnel concerns, and the department Chain of Command.They are responsible for keeping the Medical Director informed of significant department activity and may assist with personnel decisions, policy development, training oversight, disciplinary matters, and other administrative responsibilities.In the absence of the Medical Director, the Assistant Medical Director may assume responsibility for department operations.
The Director of Pharmaceuticals is responsible for overseeing pharmaceutical operations within the San Andreas Medical Services.The Director ensures the proper issuance, documentation, storage, and handling of prescription medications and is responsible for maintaining the integrity of the department’s prescription system.They may review prescriptions for validity, oversee authorized pharmaceutical personnel, monitor controlled medication practices, and ensure department members comply with established medication policies and procedures.The Director of Pharmaceuticals works closely with Medical Administration to address medication-related concerns, policy violations, prescription issues, and pharmaceutical training requirements.
The Head of EMS serves as the primary operational leader for emergency medical personnel within the San Andreas Medical Services.The Head of EMS oversees EMTs, AEMTs, Paramedics, and other field medical personnel while ensuring department standards, policies, and expectations are being followed during daily operations.They may address personnel concerns, review operational activity, coordinate staffing, oversee major medical scenes, provide guidance to EMS personnel, and make routine operational decisions.The Head of EMS possesses significant authority over field operations but remains accountable to the Medical Director and Assistant Medical Director. Significant policy, personnel, or administrative decisions should be referred to Medical Administration when appropriate.
The Lead Training EMS is responsible for the development, coordination, and oversight of training within the San Andreas Medical Services.They oversee initial training, certifications, recertifications, remedial training, and continuing education for department personnel.The Lead Training EMS may establish approved training programs, develop instructional material, evaluate personnel competency, and ensure medical certifications remain current.They may also provide initial medical certification training to law enforcement officers and other authorized government personnel when approved by department policy.The Lead Training EMS works closely with Command and Medical Administration to ensure department training remains consistent with established standards and procedures.
Advanced Emergency Medical Technicians provide both basic and limited advanced emergency medical care to patients in pre-hospital environments.AEMTs possess all standard EMT capabilities while also receiving additional training that allows them to perform certain advanced procedures, utilize specialized medical equipment, and administer approved medications.They frequently operate as part of a larger EMS response and may provide stabilization, treatment, and patient transport while working alongside Paramedics and other medical personnel.AEMTs are expected to demonstrate a strong understanding of patient assessment, emergency treatment, medical equipment, medication procedures, and transport operations.While AEMTs possess greater clinical authority than EMT-B personnel, advanced or high-risk procedures outside their certification level should be deferred to appropriately qualified medical personnel.
Basic Emergency Medical Technicians are trained emergency medical personnel responsible for providing initial assessment, stabilization, basic treatment, and transportation to ill or injured patients.EMT-B personnel are trained in first aid, CPR, patient assessment, bleeding control, basic airway management, trauma care, and other foundational emergency medical procedures.They frequently serve as the primary responders to medical emergencies and are responsible for maintaining patient stability until advanced medical personnel become available or the patient can be transported to an appropriate medical facility.EMT-B personnel are expected to remain calm under pressure, communicate effectively with patients and other responders, and maintain a strong understanding of basic emergency medical procedures.Procedures requiring advanced certification should be deferred to AEMTs, Paramedics, or other appropriately qualified medical personnel.
Paramedics are highly trained emergency medical personnel authorized to provide advanced pre-hospital care to patients experiencing serious or life-threatening medical emergencies.Paramedics possess the knowledge and capabilities of lower EMS certification levels while also being trained to perform a broader range of advanced medical procedures.Their responsibilities may include advanced airway management, cardiac monitoring, interpretation of diagnostic information, manual defibrillation, medication administration, invasive procedures, and other advanced medical interventions authorized by department protocol.Due to the complexity and risk associated with advanced treatment, Paramedics are expected to demonstrate strong medical knowledge, sound judgment, professionalism, and the ability to remain composed during critical incidents.Paramedics may also provide guidance to EMTs, AEMTs, and Emergency Medical Responders during medical scenes when appropriate.
An Emergency Medical Responder is an entry-level emergency medical provider trained to deliver immediate lifesaving care until higher-level medical personnel arrive.EMRs are responsible for providing basic emergency interventions such as CPR, bleeding control, basic patient assessment, and other immediate lifesaving measures within the limits of their training.They may assist EMTs, AEMTs, Paramedics, and other medical personnel during emergency scenes but should not independently perform procedures outside their certification level.The primary responsibility of an EMR is to provide rapid initial care, stabilize patients when possible, and assist higher-level medical personnel throughout the emergency response.

As a Medical Professional (SAMS), I recognize that I am entrusted with the health, safety, and well-being of those I serve, and that I am granted special trust and confidence by the Commissioner of the Department of Public Safety and the public. This trust is my bond to uphold the highest standards of professionalism, compassion, and integrity. In furtherance of this bond, I hereby agree to abide by the following Code of Ethics:
  • I shall ensure that, in the performance of my duties, I provide medical care and services in accordance with the principles of the United States Constitution and all applicable laws of the State, ensuring equal, fair, and unbiased treatment to all persons, while respecting patient rights, dignity, and due process.
  • I shall demonstrate standards of behavior consistent with the responsibilities, duties, obligations, and commitments of all medical professionals, serving as a proper example of professionalism, competence, and ethical conduct for others to follow.
  • I shall always adhere to the principles of honesty, integrity, and confidentiality, ensuring that my personal and professional conduct remains beyond reproach and reflects positively upon the medical profession.
  • I shall maintain proper accountability and responsibility for all patients, medical equipment, medications, and property entrusted to my care, ensuring their safe, ethical, and lawful use at all times.
  • I shall exercise sound judgment, discretion, and medical decision-making to the best of my training and ability, prioritizing patient safety, effective care, and the responsible fulfillment of my duties as a Medical Professional.
  • I shall accept all responsibilities, duties, obligations, and commitments associated with my position and will adhere fully to this Code of Ethics. In doing so, I knowingly accept personal accountability and will encourage my peers to uphold and abide by the same ethical standards.
