To get the Grant/Fleet Pricing you must file a grant through the government and purchase a bulk fleet(3+). You will be responsible for kitting them, and getting them up to standard.
Any vehicles used for Gangs/Divisions need to be purchased using Government Funding. If a vehicle is used in 3 Class A Felonies or any Class X Felonies, the vehicle will be seized and become department property.
